China Scholarship Council (CSC) is a competent authority and doesn’t have an individual or intermediary agent to process Chinese government scholarship applications.

Guidance for Applying for the Chinese Government Scholarship Bilateral and Chinese Government Scholarship CSC or CGS Program for the Academic Year (2021/2022)

I, Brief Introduction

Chinese Government Scholarship CSC or CGS Bilateral Program includes full or partial scholarships in accordance with the educational exchange agreements or consensus between the Chinese government and governments of other countries, institutions, universities, or international organizations. It supports the applications for undergraduate, postgraduate, and Ph.D programs as well as a general scholar and senior scholars non-degree programs.

Applicants shall apply to the Universities under CSC for CSC or CGS (Chinese Government Scholarship) and dispatching authorities for the Bilateral Program of overseas study of their home countries.

Now the designated 289 Chinese universities offer a wide variety of academic programs in Science, Engineering, Agriculture, Medicine, Economics, Legal studies, Management, Education, History, Literature, Philosophy, and Fine arts for scholarship recipients at all levels.

Chinese Government Scholarship (CSC or CGS)

The individual applicants of different countries may apply directly to Chinese Universities for the scholarship through an online application system on the respective Universities’ portal and together with the application online at www.csc.edu.cn/laihua or http:// www.campuschina.org.

Chinese Government Scholarship Bilateral Program

The applications for the Chinese Government Bilateral Scholarship Program are now open. All applicants are requested to apply through their respective Higher Education Institutions in their own countries.

Pakistani Students may apply through HEC-Pak www.hec.edu.pk first and then log on to CSC official website www.csc.edu.cn/laihua or http:// www.campuschina.org for online application. Hard copies of submitted applications are required to submit to HEC HRD office before the deadline set by HEC.

II, Eligibility

Eligible applicants must

– be a citizen of a country other than the People’s Republic of China and be in good health.

– be a high school graduate under the age of 25 when applying for undergraduate programs.

– be a bachelor’s degree holder under the age of 35 when applying for master’s programs.

– be a master’s degree holder under the age of 40 when applying for doctoral programs.

– be a high school graduate (at least) under the age of 45 when applying for general scholar programs.

– be a master’s degree holder or an associate professor (or above) under the age of 50 when applying for senior scholar programs.

III, Application Procedures

a) Apply online to Higher Education Commission of their countries for CGS nomination.

b) Apply to the target universities in China for Pre-admission Letters before submitting application online. CSC will not guarantee the enrollment if no Pre-admission Notice is acquired from the University of their interest.

c) Complete registration online application at CGS Information Management System for International Students (log on http://www.csc.edu.cn/studyinchina or http://www.campuschina.org and click “Application Online” to log in), submit your completed Application Form online and then print a hard copy after submission and completion.

NOTE: For Pakistani Students, The Chinese Embassy in Pakistan will only accept application documents forwarded by HEC.

IV, Application Documents Required

a) Chinese Government Scholarship Application Form (in Chinese or English).

b) Copy of Passport Home Page

c) Notarized highest diploma: Documents other than Chinese or English languages must be notarized or attached with Chinese or English translations.

d) Academic transcripts

e) A Study Plan or Research Proposal in Chinese or English. (A minimum of 200 words for undergraduates, 500 words for non-degree students, and 800 words for postgraduates)

f) Recommendation letters: Applicants for graduate programs or senior scholar programs must submit two letters of recommendation in Chinese or English from professors or associate professors.

g) Applicants for music studies are requested to submit their own works. Applicants for fine arts programs must submit their own works which include two sketches, two color paintings, and two other works.

h) Applicants under the age of 18 should submit the valid documents of their legal guardians in China.

i) Applicants planning to stay in China for more than 6 months must submit a photocopy of the Foreigner Physical Examination Form completed in English (the original copy should be kept by the applicant.

The physical examinations must cover all the items listed in the Foreigner Physical Examination Form.

j) Non-criminal record report. The applicant shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, usually issued within 6 months prior to the submission date of the application.

Please submit the following documents, if applicable

k) Pre-admission Letter from Chinese Government Scholarship universities.

l) Language qualification certificate. e.g., HSK certificates, IELTS, or TOFEL report.

Reminder: All uploaded supporting documents must be clear, authentic, and valid. Applicants are recommended to use a professional device to scan the relevant documents. Applicants shall bear the consequences caused by unclear or unidentifiable uploaded materials.

V, Information System (CGSIS)

Please carefully read the instructions before applying for the scholarship.

Step 1: Visit the “CSC Study in China” website and click “Scholarship Application for Students” at http://www.campuschina.org. Register an account through [CREATE AN ACCOUNT] and login with your account.

Step 2: Input Personal Details. Click “Edit Personal Details” and finish inputting personal details by filling in all the information, verifying, and saving the information. After the completion of this section, return to the previous page by clicking “Finish” and start filling in your application information.

Step 3: Select the correct “Program Category”.

Please select Program Category “Type B for Chinese Government Scholarship CSC or CGS and Type A for Chinese Government Bilateral Scholarship Program”.

Step 4: Input the correct Agency Number. Different Universities in China have different agencies No.

HEC Agency Number for Pakistani students is: 5861 For HEC Pakistan (others may check their own countries agencies No)

Program Category and Agency Number both are mandatory for online applications.

After you enter the agency number, the matched agency name will automatically appear on the page. Program Category and Agency Number are directly matched with application processing

Step 5: Input Application Information

Next, please move to the respective sections and enter your detail carefully and fill in your information in all sections with accordance then click “Submit” to complete the application.

Check each part of the application carefully before you submit it. Please make sure that all entered information and uploaded documents are valid and accurate.

When applicants of both “Type A and B” choose the “Preferences of Institutes”, the system will automatically match the available Universities according to the selected “Student Category, Preferred teaching language, and Major Applying.

Step 6: Once you have submitted an application, amendments cannot be made to “Personal Application Information”.

Step 7: Click “Print the Application Form” and download.

Step 8: Submit scholarship application under the requirements set by the University for Type B and the dispatching authorities for Type A (or application processing agency)

Kind reminder to all applicants, directly submit your scholarship applications through official authorities for avoiding being deceived. The official website of China Scholarship Council Publishing Study in China information is http://www.campuschina.org/ please do not trust any other agent.

Notes: Applications with incorrect Agency Numbers will not be processed.

Please use Firefox or Internet Explorer (11.0).

Please fill in the application information in Chinese or English.

VI, Instruction Language

Recipients of the undergraduate scholarship must register for the Chinese taught credit courses. They are required to take one-year preparatory courses in designated universities to pass the required HSK test before moving on to their major studies. Those who fail the test will be canceled for their scholarship candidature. Bachelor’s degree scholarship recipients applying for Chinese taught programs must meet the minimum level of HSK-3, while Master’s and Ph.D degree scholarship recipients must meet the HSK-4 level.

VII, Placement & Scholarship Confirmation

a) Application recommended from Universities for Type B and Dispatching Authorities for Type A will be scrutinized by CSC for eligibility and qualification. Ineligible or incomplete applications will not be accepted. Qualified applications will be sent to respective Universities for placement.

b) Students who have been granted a Chinese Government Scholarship can only have one scholarship at one time. If a scholarship student is found to have more than one type of scholarship concurrently, his scholarship will be canceled, and the fund received must be returned to the granting authority.

c) CSC will announce the final results and sends Admission letters and JW201Visa Application.

d) Scholarship recipients will not be allowed to change their host University, the field of study or duration of study stipulated on the Admission Letter after enrollment.

e) Scholarship will not be reserved if the scholarship recipient cannot register before the registration deadline without permission from the host university.

VIII, Visa Application

Please refer to the website of the Chinese Embassy or Consulate General in your Countries for study visa application information. Basic documents may include, but not only limited to the following:

a) One completed Visa Application Form.

b) Original passport with at least six months of remaining validity and blank visa pages, and a photocopy of the passport’s data page.

c) Recently taken color passport photo one only (bareheaded, full-faced) against a white background.

d) Original and photocopy of the admission letter.

NOTE: Please be noted the original JW201 Form should be returned to applicants for foreigners’ residence permits in China.

f) A photocopy of notarized highest diploma by concerned educational authorities and attested by the Ministry of Foreign Affairs.

g) A local police character/clearance certificate (attested by the Ministry of Foreign Affairs).

NOTE: The holders of study Visa shall, within 30 days from the date of their entry to China, may apply to the local exit/entry administrations of public security organs for foreigners’ residence permits.
